Downloading additional files is only half the job. We still need a way
to allow external tools to know where the files are they requested for
download given that we don't want them to choose their own location.
'apt-get files' is our answer to this showing by default in a deb822
format information about each IndexTarget with the potential to filter
the records based on lines and an option to change the output format.
The command serves also as an example on how to get to this information
via libapt.

By convention, if I run a tool with --help or --version I expect it to
exit successfully with the usage, while if I do call it wrong (like
without any parameters) I expect the usage message shown with a non-zero
exit.

The conversion to accept only relevant options for commands has
forgotten another one, so adding it again even through the usecase might
very well be equally good served by --print-uris.

The configuration key Acquire::AllowInsecureRepositories controls if
apt allows loading of unsigned repositories at all.
The configuration Acquire::AllowDowngradeToInsecureRepositories
controls if a signed repository can ever become unsigned. This
should really never be needed but we provide it to avoid having
to mess around in /var/lib/apt/lists if there is a use-case for
this (which I can't think of right now).

apt-cache search supported this since ever and in the code for apt was a
fixme indicating this should be added here as well, so here we go.

dist-upgrade is supposed to be an alias for full-upgrade in apt, but
dist-upgrade was the only command recognized of the two in the option
and flags recognition code.

Inspired by the rest of the patch in 661537, but abstract the
parsing of various ways of setting the build profiles more so it can
potentially be reused and all apt parts have the same behaviour.
Especially config options, cmdline options and environment will not be
combined as proposed as this isn't APTs usual behaviour and dpkg doesn't
do it either, so one overrides the other as it normally does.

There is a new "apt full-upgrade" that performs a apt-get dist-upgrade.
"apt dist-upgrade" is still supported as a alias. The "apt upgrade" code
is changed so that it mirrors the behavior of
"apt-get upgrade --with-new-pkgs" and also honors
"apt uprade --no-new-pkgs".

The --with-allow-new option maps to APT::Get::UpgradeAllowNew and
will allow "apt-get upgrade" to install new packages (but not to
delete existing packages)
