Downloading additional files is only half the job. We still need a way
to allow external tools to know where the files are they requested for
download given that we don't want them to choose their own location.
'apt-get files' is our answer to this showing by default in a deb822
format information about each IndexTarget with the potential to filter
the records based on lines and an option to change the output format.
The command serves also as an example on how to get to this information
via libapt.

Acquire{MaxReleaseFileSize,AllowInsecureRepositories,AllowDowngradeToInsecureRepositories} and --no-allow-insecure-repositories
Document the new options to restrict loading unauthenticated data
into our parsers.

Not all are needed for all files at the moment, but the new docbook
building hadn't available some of the entities it used as the files
weren't correctly copied around in all cases and having the same across
the bord makes working with all of them a little easier.

Inspired by the rest of the patch in 661537, but abstract the
parsing of various ways of setting the build profiles more so it can
potentially be reused and all apt parts have the same behaviour.
Especially config options, cmdline options and environment will not be
combined as proposed as this isn't APTs usual behaviour and dpkg doesn't
do it either, so one overrides the other as it normally does.

The current description says:
"Many users find dselect intimidating and new users may prefer to use
apt-based user interfaces."
It doesn't feel right to refer users to it then.

manpages sometimes refer to distro-specific things like the name of the
package providing the achive-keyring. Having a central place to
configure this helps in having it consistent in the manpages and allows
to load this info from other places in the buildsystem as well later.
